Not sure weather thats a good idea, i think you can over do it with MOD's etc.

You really need to look at the how many regular posters you have per mod count, instead of how many members you have per mod.

I guess hes trying to say, you should make mods from people who deserve it, thats active ad posts.
I say there should be 2 sets of mods.
1st Set:
Loyal members, but made as advisers, some one that is experianced in the forums.

2nd Set:
Mods that have hands on experiance with the various topics.

Right! And the mod application when filled out would determine that.

Yes indeed.
Give them a part to recomend themselves to either position thay think they are capable of holding.
And you can make a decision from that based on their experiance.

I think you guys over simplify the task of a mod in a webmaster forum like UK WW. At UK WW and most grown up forums, the main task of mod is to start new thread and stuff rather than keeping things clean.
You don't get that many problem at grown up forums hence mods are more leaders who start conversations and keep posts and threads on topic.

Thats why on the app form we could say dont apply unless you are willing to create xxx number of threads per week to keep the forums active

I was simply putting a input.

I hope that you let me on the mod table, but if i need to post 20 posts/ day, i won't be able to fulfill that requirement.

20posts a day.
I would say thats simply fair.
Although i would say that response plays a big part.
How you can respond, and answer a given question.
