As a directory owner I can not fully agree with that statement. Although it is over hyped! :sAng_compy:

For a site that is not your site, the easiest way is to insist on a page with at least PR1, you can also be sure that a page with direct link from the index page will be crawled.
Some not very good link exchange partner place your link on pages with several folders deep and not link to the folder from any of the site pages.
