Default Yahoo participates in click fraud?

I just read this headlines on a site:
Advertisers who expect their Overture ad campaigns to run with certain Yahoo Searches may be surprised to find their ads running in syndicated spyware applications that render each impression as an ad click the advertiser must pay.

I think this is poor value for advertisers, actually its more like a click fraud than any thing else, any one running Yahoo or Google ad campaign and getting good result?

This is why most seasoned webmarketers (myself included) have said that you can't trust Overture stats.

Overture always hasdone this very thing, and when Yahoo! bought them they didn'tchange anything.
