They are issued to organisations buy nominent when you present the appropriate credential, you cannot even buy .net.uk unless you are a proper ISP

If a webmaster wanted to purchase a .gov domain name, would they be allowed to or are these domain names for goverment websites only?

But is a .net domain name supposed to be used for ISP's only?
Yes, just like .org is supposed to be used for charitable organisations etc but the admin of those domains are too concerned about making money so they sell it to anyone but UK government are more strict on .net.uk , you need to be a properly licensed ISP to buy it.
