have a search on google after your keyword 'web directory' , enter the few first sites and analize them ( backlinks , keywords on page , content... ) and you will have a basic idea of what is need to rank high on google

PR of a site doesn't contribute in its rankings in SERP's. Number of quality & relevant backlinks and genuine content are very crucial for website ranking.
