Hi Eron, webmaster tool is just what it says on the tin, a tool (or set of tools). Submitting and verifying your site in webmaster tools will have absolutley no effect whatsoever on your site.

It is like asking " If I buy snap-on spanners, will it make my car faster? the simple answer is NO WAY!

WMT is just a set of tools that will give you control and information. There ARE things in there that you can do to help your SEo, eg sitemap (if needed), country location etc.
