I gues that's a typo ... paid links have to be nofollow indeed, you could actually get penalized by google if you don't

If not nofollow then you need to redirect to an intermediary url so that authority isn't passed between the two domains. If Google finds that neither of these techniques has been used and suspects the link is paid for, both sites will be penalized in the SERPs. That said, I'm sure there are lots of sites that get away with it, as with any technique that is against the rules though, you can get away with it for along time as there are so many sites Googel needs to police, but it's a risky business and one day you'll get caught.
