I haven't actually worked with the whole uploading/converting thing of videos, but i have played around with some streaming through flash. A single google search shows that ffmpeg might be of interest, see also: ffmpeg-php

You should also consider a dedicated server, the brandwidth usage of such a site is likely to require it anyway. All though shared hosting might be fine in some cases, i would check with the different hosts, and inform them about the brandwidth usage you expect, unless you go with the dedicated ofcause. They usually sell you x brandwidth, unlike the shared hosts who claim you have unlimited, which ain't intirely true.

You can find out about the brandwidth usage, by considering how many people are going to view the videos. If its a church website, then its likely mostly to be people from your church, and as such you should be able to give a rough prediction.
