A forum is a social networking site... the latest version of vbulletin has lots of additional social features e.g. bookmarking, interest groups, blogs...

Id say social networking, but forums are much easier to run and maintenance wise it would be better to have a forum as theres less hassle.

I think with both you have quite the same amount of work to do ( in order to actually generate and make it work ).
However I would choose a social networking site as it is more impersonal so you would have to moderate less then a forum. That means less work for you.

I prefer forum postings. It's bigger community then social networks.
