what is the easiest way to start a forum?

I've got a friend looking to start a forum to run parallel with his business nothing to spectacular. what would be the easyest way for him to do this?

I find PHPbb very easy to use for forums, ther are already a bunch of modifications and templates available.

We've also been recommened PHPbb as very easy to use. I believe that there is a Drupal module to which is meant to be quite good and Vbulletin has also been mentioned.
