link exchange is a standard way to build back links. It really offers a fair traffic from link partners.

I agree to all the points..

But these all have to be done in a strategical manner...Offpage concepts are all limited but how you do them is your quality and if you have quality, your website would be at top....

I will agree with you. How ever, article submission is a strong way to build back links. And I will never have a ignoring sight on it.

Yes. That could help also. Specially if you link with the authority sites.

One vital tip I could share is to make your link building campaign look natural to Google, not spam-like. It would also be much better if you hire a link building services at a cheaper price.
