Are we talking about spam emails offering to increase your site traffic here? If so surely they are best avoided.
If you want to increase the website traffic keep on updating the content of your site. Then do social bookmarking like stumble upon.technorati, digg etc...,link building,article submission also useful to get heavy traffic to your site. PS: Why can't you take a chance with web 2.0 sites like squidoo , wetpaint etc ?

I think that to increase traffic you need to promote your site in the right places. Let people know about it! I think Henry's advice is good...social bookmarking has working for me in the past. There are definately ways to go about it without spending lots.
