I think it is best software to make smooth and good animation.

I think photoshop is the best tool for making static banners.

try FLASH and photoshop for banner and other graphics

Photoshop and illustrator is no:1 software to design any type of graphic work there.

AdobePhotoshop is the best. Professional designers prefer this one. I use it and I always pleased with the result.

I'm assuming your question involves animation, and not static banners?

Flash is awesome if you have tons of time to learn it.
PhotoShop and Illustrator are expensive.

There are sites out there that can do simple animations for you -- basically you upload a series of gifs and it sequences and transitions them for you. I'm not sure if I'm supposed to link drop in this forum or not. Just google "make animated gif".

I would suggest you to use both Photshop and Flash to design a good banner.

I use photoshop and fireworks, expensive to purchase but well worth having
