I wouldn't recommend choosing JustHost. There is too many horror stories online. There are many other providers who offer plans at those prices without the need to pay for many years.

Low cost shared hosting can be get from webhostgiant.
You may check out their services to compare their offers and choose the best one for yourself.
There are so many low cost providers (ourselves included) that you should always check for reviews and also offers, pingpipe is correct in that profit margins are low at the bottom end but you should still expect the same support and customer service as those paying for expensive i7 servers.
I recommend you also see if you can get a 'try before you buy' and always, always only order monthly packages with a new host. That way if things don't work out you haven't lost a load of cash (some providers will only offer refunds within 14 days of purchase even if you purchase a whole year and want to cancel on the 15th day).
Think you mat start from happy-hosting company which start their hosting services at $10 per year!

when it comes to hosting, cheap isnt always better,
go with a host that fits your needs, and then take your chance,
always keep your backups just incase you find it doesnt work out...

Cheap hosting is not the best decision,the performance of the hosting is the first thing you should take into consideration. I am using free hosting ,we can say the cheapest ,but I am not satisfied with it
