In the web hosting industry, a dedicated server is usually defined as the rental and exclusive use of a computer that includes a web server, related software, and connection to the Internet, located on-site, within a webhosting company's premises.A dedicated server is a single computer in a network reserved for serving the needs of the network. For example, some networks require that one computer be set aside to manage communications between all the other computers. A dedicated server could also be a computer that manages printer resources. Note, however, that not all servers are dedicated. In some networks, it is possible for a computer to act as a server and perform other functions as well.

A cheaper alternative of a dedicated server is a virtual private server (VPS) - again you will have your own operating system and dedicated resources (which in most cases you can also upgrade/increase with time) but your website will share the same physical server i.e. the same computer with other VPS instances... it's a good way to go on your own and have full control over your server but also cap your costs until you can afford (and your website(s) requires) a separate machine. you can have numerous (hundreds actually if none get heavy traffic) websites on a single VPS so it's a proper server on its own...

Agreed, It is not, but it is a good way for beginners to learn before having alot more power behind the machine.

also being able to reload the os alot faster, so if they make a mistake, they can reload the os withing minutes and start again

Having a single server entirely reserved for a single website or account is called dedicated server. It has more power, space and ability than shared server. There are two sub categories of dedicated server managed and unmanaged, most of the people don't have idea about it. So one has to be clear in mind what he is paying for and what is needed as cost is a major factor in dedicated server hosting.
